This thesis will be tested on data pertaining to those Aberdeenshire turnpikes constructed before 1810 and will be considered from five standpoints: Aberdeenshire roads before 1796, the administration of the turnpike trusts, the topography of Aberdeenshire, local road construction practice, and the supervision of road construction. It will also be tested against relevant data published in the Edinburgh Encyclopaedia3 and the observations of contemporary writers.First it is necessary to establish the physical and theoretical criteria and the limits to be considered in argumentation. First, the roads to be considered all lay within the boundaries of the old county of Aberdeenshire as it existed before it became a part of the Grampian Region. Whilst concentrating on events in Aberdeenshire, reference will be made to road conditions and construction in the adjacent counties of Kincardineshire and Banffshire which formed the sparsely populated land mass of north-east Scotland. Second, the emphasis of this article, unlike some previous studies of turnpike roads,4 will be aimed primarily toward the engineering aspects of road construction, with the administration of road trusts being considered only where it impinged directly on engineering matters. Third, local road construction practices, established from archival sources, will be compared with those specified by Telford and McAdam, and with those used previously for the construction of roads in other areas of Britain.

While living with this family, Mikage learns the meaning of joy, finds comfort in belonging to a family, and develops a satisfying career in cuisine. However, her grief and healing process become complicated when Eriko dies and Yuichi succumbs to depression over his mothers death. Because of Erikos and Yuichis generosity and compassion, Mikage is able to reach Yuichi, and in the process, learns a life lesson, finding the necessary balance between suffering and pleasure.

They argue that, if marijuana, cocaine, heroin, and other drugs were legalized, several positive things would probably occur: (1) drug prices would fall; (2) users would obtain their drugs at low, government-regulated prices, and they would no longer be forced to resort to crime in order to support their habits, (3) levels of drug-related crime, and particularly violent crime, would significantly decline, resulting in less crowded courts, jails, and prisons (this would allow law-enforcement personnel to focus their energies on the “real criminals” in society); and the drug production, distribution, and sale would no longer be controlled by organized crime, and thus such criminal syndicates as the Colombian cocaine “cartels,” the Jamaican “posses,” and the various “mafias” around the country and the world would be decapitalized, and the violence associated with drug distribution rivalries would be eliminated. By contrast, the anti-legalization camp argues that violent crime would not necessarily decline in a legalized drug market. In fact, there are three reasons why it might actually increase. First, removing the criminal sanctions against the possession and distribution of illegal drugs would make them more available and attractive and, hence, would create large numbers of new users. Second, an increase in use would lead to a greater number of dysfunctional addicts who could not support themselves, their habits, or their lifestyles through legitimate means. Hence crime would be their only alternative. Third, more users would mean more of the violence associated with the ingestion of drugs. These divergent points of view tend to persist because the relationships between drugs and crime are quite complex and because the possible outcomes of a legalized drug market are based primarily on speculation. However, it is possible, from a careful review of the existing empirical literature on drugs and violence, to make some educated inferences.

It was on 24 October 1929 - 70 years ago today - that the roof began to cave in on the New York Stock Exchange. It was the start of the crash that lowered the curtain on the “Roaring Twenties” and ushered in the misery years of the Depression. By the end of that Thursday, $4bn had been wiped off the value of shares. The stories of pavements being knee-deep in the bodies of those who jumped have always been madly exaggerated. Only a handful took their lives this way. But the extent to which Americas confidence was damaged cannot be exaggerated. It was not a disaster that came and went away again. The stock market slide continued, with occasional breaks, for nearly three years. When the Dow Jones reached its low point in the summer of 1932, stocks were worth one tenth of what they had been at its height. By then the Depression was taking its cruellest toll. While it may be wrong to suggest that the 1929 crash caused the Depression, the two events are inextricable. No wonder Wall Street is less than keen to commemorate this particular anniversary.

International scholarly collaboration has long been an important part of U.S. higher education. The response to September 11, 2001, dramatically affected this collaboration, increasing difficulties for Americans studying abroad. More serious, however, has been the enactment of major new barriers prohibiting many students and scholars from coming to this country.The Association spoke on this issue in the November 2003 Report on Academic Freedom and National security in a Time of Crisis, calling for “fair procedures for noncitizens who seek visas or other approvals to study, teach, or collaborate with researchers in the United States,” and advising the academic community to “pursue special efforts to make such visitors welcome on U.S. college and university campuses.” The Associations Committee on Government Relations recognized the importance of these issues when it adopted international education and scholarship as one of its major federal legislative priorities for the year.Last year saw the first absolute decline in foreign student enrollments since the early 1970s. Total international student enrollment for 2003-04 declined by 2.5 percent compared with the previous academic year for an overall total of 572,509 students. Graduate enrollments increased, but they were offset by a 5 percent drop in undergraduate enrollments. Those overall figures hide variations among different institutions and fields of study. The numbers come from Open Doors 2004, a report on international students, published by the Institute of International Education, with support from the U.S. State Departments Bureau of Educational and Cultural Affairs.

A review of the marketing literature in both the traditional (offline) and new era (online) environments was undertaken to compare and contrast marketings role in both types of organisation. Insights derived from this review formed the basis for a series of in-depth interviews with leading marketing professionals in Ireland. The paper draws conclusions regarding the overall effect of the Internet on marketing. In particular it notes that, while marketing has evolved into an all-encompassing role in the organisation, the marketer remains the focal actor. The paper looks to a future with two distinct kinds of marketer and highlights the importance of retaining the traditional commitments of marketing practice. The Internet is a significant global medium for communications, content and commerce. It is a powerful tool for building relationships with all of a companys communication targets. It is cheap, immediate and repeatable. With appropriate technology it can be personalised and is measurable. Building one-to-one relationships with customers online provides marketers with the ability to cut through the clutter that is characteristic of traditional marketing activities such as TV/radio and newspaper advertising, PR and outdoor, ambient media.

A newcastle church is to host a North Korean charity event. The event is to be held at the St James United Reformed church on Northumberland Road on Saturday, May 6, from 11am until 5.30pm. There will be volunteers there from the church selling Korean food as well as CDs and toys to raise money for the starving children of North Korea.

These are then manipulated by the desk controls, sampled and looped to produce music that veers unpredictably from a ringing purity of tone to sine waves of alarmingly high frequency. Toshimaru is one of the musicians appearing on the upcoming Japanorama tour. The Tokyo-based improvising music scene to which he belongs is called “Onkyo” (”reverberation of sound”), in which musicians strive to be ever more minimal, closer to pure sound. Many Japanese musicians operating nearer the mainstream have a reputation for taking Western ideas and warping them to their own specifications, then leavening the results with kitschy humour - current indie acts like Cornelius and Pizzicato Five come to mind. Japanorama seeks to show that on the margins, the music is both peculiarly Japan-ese and strikingly original.

There is no single group of lawyers who sacrifices more than members of the Florida Legislature. These outstanding individuals work tirelessly to ensure the vitality of Florida. The commitment of time involved in their service is extraordinary. Yet, they are able to fulfill their family obligations and professional responsibilities while serving in the legislature. Such devotion goes above and beyond the call of duty. Clearly, membership in the Florida Legislature is and should be open to people from all walks of life. Diversity of background and profession is vital to achieve a balance of thought. It is healthy and constructive to have voices from differing backgrounds. Legislative service by nonlawyers is welcomed, and we applaud those nonlawyers who serve. It is important, however, to acknowledge the commitment and sacrifices made by those lawyers who serve in the Florida Legislature.
PLUS workshop examines hard market for legal liability, jump in law suits Lawyers malpractice insurance rates are on the rise, primarily due to a prolonged soft market that had to flatten out sooner or later, and partly due to a legal system that is growing more complex every day.
Lawyers need courage and compassion as personal virtues. But lawyers may need these virtues in ways that they had not imagined when they first entered the Bar. Statistics about lawyers are alarming. I have read that 40-50 percent of disciplinary cases involve lawyers who are suffering from an impairment, usually an addiction to alcohol or drugs. I have read that lawyers are twice as likely as other Americans to have an addiction, depression, suicidal tendencies, or stress anxiety. To be more concrete, I have read that 10 percent of Americans suffer from an addictive, emotional, or mental impairment. By contrast, these same sources estimate that 20-25 percent of lawyers suffer from an impairment. If this is true, it means that in Oklahoma at least 2,000 lawyers are practicing who are impaired. Two thousand lawyers who likely do not realize that they need to be courageous and compassionate toward themselves. Lawyers need courage to say, “I am an alcoholic,” or “I am addicted to drugs.” Lawyers need courage to say, “I am emotionally exhausted by my divorce,” or “I am overwhelmed with grief at the death of my child,” or “I am debilitated by too much work.” Once lawyers are courageous with themselves, they can be compassionate to themselves by seeking assistance to address these burdens. But not all lawyers individually will either have the insight or the courage to face the fact that they are suffering from an impairment. In those instances, their fellow lawyers must have the courage to speak the truth to the impaired lawyer. Fellow lawyers must not turn away from the impaired lawyer in the ill-advised hope that all will be OK somehow. Fellow lawyers show compassion for an impaired lawyer not by ignoring the lawyers impairment but by helping that lawyer to get needed assistance. Moreover, by acting with courage to assist an impaired lawyer, fellow lawyers can often prevent serious harms from occurring either to the impaired lawyer or to the impaired lawyers clients. Once harm occurs to clients, fellow lawyers have the obligation to report the impaired lawyer to disciplinary authorities for misconduct. Where can a lawyer with an impairment, or fellow lawyers desiring to assist, go for help? Since 1985, the Oklahoma Bar Association has supported the Lawyers-Helping-Lawyers Committee. For 12 years, the volunteer members of this committee have provided confidential, immediate responses to those who call for help. Volunteer members arrange a meeting to discuss the situation and to offer suggestions for further treatment — be it counseling, admission to a treatment center, or joining a 12-step program. Volunteer members will serve as a sponsor to meet with the impaired lawyer as often as necessary to get the lawyer on the road to recovery. Lawyers-Helping-Lawyers has the goal of recovery, not discipline. Beginning in January, the Oklahoma Bar Association committed $18,000 to match $18,000 provided by the Oklahoma Attorneys Mutual Insurance Co. to hire a part-time director for the committee. As described by the Lawyers-Helping Lawyers Committee, the director will develop treatment plans, conduct counseling sessions, make lawyer evaluations and referrals, maintain a 24-hour hotline, coordinate the activities of the committee volunteers and develop educational programs for the Bar about impairment. In addition, the director will identify professionals from other disciplines who have the skills and the desire to work with lawyers suffering from an impairment. This year is the first year that Lawyers-Helping-Lawyers has had a staff member devoted to its tasks. While the arrangement at present is only for a one-year trial period, Lawyers-Helping-Lawyers is hopeful that the trial period will convincingly show the need for a full-time director on a permanent basis beginning in 1999. Lawyers-Helping-Lawyers has acted with courage and compassion to face an issue that has not received the attention that its seriousness deserves. Lawyers are suffering; clients are at risk; the profession bears the stigma of attorneys who commit misconduct while impaired. For ourselves, our clients, and the profession, we, the organized Bar, need to say, “We, my brother and sister lawyers, are human. We are impaired. London by Sheila OConnell British Museum Press, hb, pp96, 9.99 [pounds sterling] So its good to see the British Museum Press doing a bit of a PR job for the capital. Sheila OConnells anthology is a passionate and unashamed celebration of the city that moved William Wordsworth, the greatest of Romantic spirits, to some of his most sublime poetry. The book meanders through the city, taking in river and street via prints, engravings, watercolours, sketches and photographs–from the rural edges of Frank Auerbachs Primrose Hill to the despair of Gustave Dores poverty-stricken backstreets. There are, of course, some of the great works of art in here–from the likes of Turner and Whistler–but where the book seems to really make its mark is in the helpful accompanying text. Normally, when a books raison detre is the display of visual images you can assume that the words were added as an afterthought, but here the text is often genuinely fascinating. For example, were you aware that the invention of the washing machine is responsible for Chinatowns location? As we all know, it was the good Dr Johnson who said that a man bored with London is a man bored with life. But of course, he didnt live in the 21st-century version of the metropolis. Today, its all too easy to become bored with London, but this book serves as a reminder of why you shouldnt.
